Beijing Administration of Foreign Experts Affairs (“the Center”) started to use a new information system (“the System”) since 4 January 2016. All the companies are required to use the System to deal with any application for Working Permit.
The System is mainly dealing with companies’ filing information; applications for employment license/working permit/expert certificate of ordinary foreigners, foreign experts and people from Hong Kong, Macau and Taiwan. Companies can submit application online. After the application is approved online, companies can make appointment to submit paper application at the Center. Companies can check the application’s status, export application forms, receive notice through the System.
Lee & Lee Associates Insight: Every reform goes with pains. Many companies have met various problems since the System was launched. For example, the digital certificate cannot be installed on computer or cannot be recognized by computer resulting that companies cannot log on to the System; companies cannot upload files as required in the System causing that they cannot go for next step; no smooth docking between the old and new system caused wrong information and cannot be fixed etc. There are several steps and approval procedures in the System, especially it is complex for new users, and companies may need go to the Center to communicate and submit documents for several times.
Thus, we suggest companies logging on to the System as soon as possible to complete information for both company and foreign employees; or allocate more time in advance for any application, in order not to delay the application or miss the deadline.
