The “Three Certificates in One” means Business License, Organization Code Certificate and Tax Certificate will be integrated into one Business License. This is a critical effort from the Chinese government authorities to further simplify the commercial registration procedures and improve the administration efficiency. This regulation became effective starting from 1 October 2015 across China.
For newly established companies, or companies that need to change some registration items or renew the business licenses, a new version business license with uniform social credit code will be granted. There is no need to apply for organization code certificate and tax certificate any more.
For example, the reform transition period in Beijing is from 29 September 2015 to 31 December 2020. During this period, the old certificates will be still valid , but they must be changed to the new version certificate before the end of the period.

If you can predict that your company needs change Business License or any other registration items, you can apply for the new version Business License and do the changes together to save time.
